Why does the US give so much money to foreign countries?

We do not give 100's of billions but only about 30 billion in aid if you don't count Iraq and Afghanistan. This is about 1% of the three trillion dollar federal budget so reducing promised support is not worth the problems it would create, especially in the middle east which is where most of the aid gos.
